Our guess would be a Lycaenid caterpillar
that is covered with fungus. It will be interesting to learn what it actually is! :)

 
What about planthopper parasite moth?
The size is right, and they're normally covered with waxy powder. Most photos don't show what their heads look like, but here's one:
