I have a small water pump outside in a whiskey barrel. I went to clean the filter, and inside the foam mesh were tons of these. What are they?

Chironomidae larvae
These are larvae of a fly ("non-biting midge", family Chironomidae). There is one species, Paratanytarsus grimmii, found world-wide that lives in water systems, but there are many other species that might occupy a water/whiskey barrel.
