This is [i]Triorla interrupta
This is Triorla interrupta (a female). The single U.S. sp. of Triorla has this consistent gray and black-banded pattern on the abdomen. The very large genus Efferia, with many U.S. spp., has a variety of abdominal patterns (though some are very similar to this one). Triorla females have a rather tapered, conical-shaped ovipositor (somewhat circular in cross section), while Efferia females have elongate, paralel-sided ovipositors which are quite flat in cross section (shaped like a sword). Triorla males have small, slightly angled genitalia, whereas Efferia males have large, hammer-shaped genitalia which are strongly angled to the axis of the abdomen.
