Basswood (Tilia americana) stem galls? - Contarinia citrina

Size: 4-5mm
The galls are just below the buds of the twig. Each gall contained 1-6 small chambers of 3mm or less. All were empty with no signs of emergence from the galls that I could see. Any ideas what might have caused this? Closest I can find is Linden Twig Gall Gnat(Cecidomyia citrina).

You're probably right. There's an agromyzid that makes oval twig galls on basswood, but these don't look like them to me.
