I think this is some kind of Ichneumon wasp - can someone ID? Maybe subfamily Ophioninae - just a wild guess. Could it be Enicospilus purgatus?

Enicopilus purgatus and most species of that genus, other than those in the americanus group, have small sclerotized inclusions in the discosubmarginal cell of the forewing that, to me, resemble bits of butterscotch. You will see them in this line drawing of Enicospilus purgatus on the web site of the American Entomological Institute.
