Betulapion or Perapion
There are actually two possibilities here: Betulapion simile (Kirby) or Perapion curtirostre (Germar), the latter an adventive Palaearctic species. In the northeast these two are virtually indistinguishable in terms of their habitus. They are easily distinguished, however, by examining the meso-sternum. In Perapion the mesocoxae are continguous whereas in Betulapion they are separated by a process formed by the meeting of mesosternum and metasternum. So this could be in the Oxystomatini (Betulapion) or Aplemonini (Perapion).

as the name suggests, it has a short, sturdy snout -- and Richard has posted excellent pics of it, too:
