looks like a female elephant mosquito, perhaps in the genus Toxorhynchites or Psorophora... although i do not know them well at all.

Psorophora ciliata. Yes they do get pretty big. The larva are capable of feeding on other larva. On the bad side the females are aggresive biters that really hurt when they do bite
