Taracticus
You had me going for a while! I kept on wanting to make it a Dioctria or Eudioctria, but it just wasn't fitting. Finally I remembered these tricky little guys: Taracticus octopunctatus (male).

I have to admit that the eyes confused me. I photographed one of these flies in 2008 and it had green eyes.
