Is there any (structural) reason this could not at least be Parhelophilus? Again, I see plenty of affinities with this individual and others we have been discussing.

 
We can`t see the tip of the h
We can`t see the tip of the hind tibia. It looks different from the Parhelophilus rex pictures. This was a very tiny fly. The abdomen looks narrower.They are very difficult, as so many look similar. There are no features that seem specific. We can`t see the face. I can`t even guess at this one.....

...if you crop your pics as close to "just the bug" as possible. Only you and the editors have the ability to view the full-size image. Everyone else is left looking at a little fly in a lot of unnecessary background. :)
