this is a tuff one... perhaps Drosophilidae.
if not maybe repleta Drosophila. its definitely a fruit fly

From BugGuide images, this animal looks to be of the repleta species group, as some, at least, of the "hairs" arise from spots on the thorax. http://bugguide.net/node/view/652023#1157797
