I believe this is...
...Monochamus clamator, based on the annulated antennae and brownish patches on the elytra as seen in
this specimen
. The species is segregated into several subspecies - I suspect this is the nominotypical form.

Pine Sawyer, Monochamus
It is a Pine Sawyer, a Longhorn beetle in the genus Monochamus. See the
Guide page
for the genus.
There are 8 North American species, according to
Nearctica.com
.
I've no idea on western species.

Monochamus scutellatus
Monochamus scutellatus always has a white scutellum (the triangular area where the elytra (wing covers) meet at the thoracic joint. The rest of the insect can range from heavily mottled to solid black!
