"Ground that normally would have been under water" certainly qualifies as a plausible site for a hydrophilid egg case.

Fairly similar to the egg case that produced these:

Was this on vegetation that could have been submerged at one point? Or at least, from which the larvae could have dropped into the water?

 
I can't recall.
I wasn't paying proper attention. (I was naturlizing with two delightful young girls from Hong Kong, looking for any and all "sign".) But it was a dry year so we were walking on ground that normally would have been under water. We didn't venture further than we could easily access or reach.
