Attracted to porch light. Only managed to get a lateral shot. ID help appreciated.

...where the profile perfectly shows the main diagnostic feature, which is the strangulation mark on the neck
Moved from True Bugs, Cicadas, Hoppers, Aphids and Allies.

Curiosity
I don't question your determination of its identity. I'm just musing about what use it makes of those powerful-looking spiked femurs if it's a seed eater. Also, isn't that stylet "designed" for sucking the juices out of something? I wouldn't have guessed it's a seed eater, or is "seed bug" a misnomer? Inquiring minds want to know ...
