Probably Chironomus (Chironomus)
Probably Chironomus (Chironomus). Can you check the pronotum and see whether the front is projecting with a narrow notch or flat with a broad notch? Some species of Glyptotendipes have very similar genitalia.



Several Chironomus species live in brackish water. I forget whether any American Glyptotendipes do.

 
It looks like Chironomus
The anterior part of the pronotum looks connected like figure 29.35 in the Manual of Nearctic Diptera (opposed to figure 29.37).
