Celia's Roadside skipper
based upon venter HW ground color, disconnected PM spots, and prominent spots.
Bell's tends to be darker ground color, some or all PM spots connected, and spots usually less intense.

I think that it is one of these two species and I don't know if they are separable from a photo.

The field marks that are shown in Glassberg (1) suggest A. celia for your image.

However the Glassberg field marks are not very well indicated in many of the Butterflies of America images of these two species.
