I guess these must be cynipid galls since one of the wasps that emerged was a cynipid (though not the gallmaker)--as far as I know cynipids aren't inquilines in midge galls. There was also a green chalcid that emerged that was too moldy to bother uploading a photo. I discarded that and the other two dead wasps because the specimens were in bad shape and I couldn't find any exit holes to confirm that they had come from these galls as opposed to some tiny, unseen galls... oh right, so the cynipid that emerged doesn't prove anything. Never mind.
