Colastes?
Dr. Sharkey supposes this may be Colastes but admits to not being very good with "this group." I do see quite a number of Symphyta associates of Colastes in Taxapad, but none of those appear to have been associated with Vaccinium.

 
Vaccinium
No Nearctic leaf-mining sawfly has been associated with Vaccinium, so that isn't surprising. I suspect the host will turn out to be Prolatus artus, a northwestern species whose host plant is unknown. We'll see if anything emerges in the spring.
