I've checked all my paper references and looked around on-line with no luck

It is a male Scudderia nymph
I would guess in it's next to last instar (two more molts to go). It is almost certainly going to be
S. pistillata
or
S. furcata
, but I'm not sure which. I can tell the species in the last instar males, but this one is still too young, and there isn't enough development of the appendages on the end of the abdomen here for me to be sure. As I get to know them better, I may be able to tell, but not yet. If you find only one species of adults in the same area, that would probably be the one. If both are there, watching the nymphs grow may show obvious differences between those of the two species.
