Tenthredinidae, Nematinae
Hoplocampa testudinea (Klug). An apple pest introduced from Europe. Larvae feed in developing fruits. Adults are usually found in the blossoms; oviposition is in the ovaries.

My poor apples are getting it from all sides. I'd bet dollars to donuts that this one is the same species
