Probably S. obtrusum but.....

I'd want to see the subgenital plate or at least the face before trying to call this female. S. rubicundulum doesn't appear to occur in Manitoba. I haven't seen one in 6 years of looking and there isn't one in the Manitoba Museum collection (I examined every specimen and catalogued the whole collection)in spite of most collecting haven taken place in SE Manitoba. The Dragonfly survey database is also S. rubicundulum free.
