On a bur producing plant, possibly agrimony. Looks similar to Aneugmenus flavipes. ID help appreciated.

It's strange
that I googled agrimony sawfly and found that Fenella nigrita mines on agrimony, then I googled Fenella sawfly and selected the image tab, and a photo of Aneugmenus flavipes showed up - but there is no mention of Fenella or agrimony on that page! Serendipity? Anyway, thanks for the confirmation.
