The closest I can come to matching this sawfly is Tenthredo scrophulariae although it is listed as the Figwort Sawfly. This insect was definitely laying eggs on my rosebush.

Allantus viennensis (Schrank). An introduced sawfly from Europe, well established in eastern US and Canada. Larvae feed on roses.
