This specimen was IDed using Balsbaugh's 1983 revision of the genus. According to that publication "This species is distinguished from all the other nearctic Phaedon species by its elytra which are finely, densely punctate and the fact that the strial punctures are not impressed in striae and are of the same size as the interstrial punctures." In addition, the collection locale for this individual is within the range of this species' distribution outlined in Balsbaugh 1983. So unless this is a new species, or additional publications have added species to this genus (which doesn't appear to be the case, at least according to the Nomina Insecta Nearctica website) this should be a reliable ID.
