Looks a lot like photos of Neoscona domiciliorum found at this website.

Found in swampy area of Blubonnet Swamp Nature Center.
Makes a "pad" in the center of its circular web. Hangs head down on this pad. Looks like a "bullseye" in the center of a target.

This guy just had a family come out of a huge eggsac, size of an golfball.
