Size: ~ 2 mm?
This aphid was on a River's Purple Beech (Fagus sylvatica 'Riversii'). Perhaps it's a Wooly Beech aphid (Phyllaphis fagi)? ID help appreciated.

Most Likely
It's hard to check the characters with all that wax, but seems like the three other species do not have dark appendages and also wouldn't occur in NY.
