Physocephala tibialis
Only two of the dark species of Physocephala that fly in the n.e. have a dark wing pattern that extends to the lower edge of the wing - P. tibialis and P. sagittaria.
P. sagittaria has large, obvious, white shoulder pads (humeri), and a partial white stripe on hind eye margin. Top of legs (femora) usually reddish to reddish-brown.
P. tibialis has white 'dusted' shoulder pads, no hind eye stripe and black thighs (femora).
