Found on vehicle on cool rainy day. Seemed early.
Locality: Coastal SW Washington State at the edge of Willapa Bay geo:lat=46 37.273 geo:lon=-123 56.814

I think Sericomyia chalcopyga
I think Sericomyia chalcopyga via the key here. Specifically keyed if that's helpful:

1- face not extremely ventrally projected, I think I see a dark stripe in the center
2 abdomen with yellow markings, not mimicking bumble bees
7 face not completely yellow (can't quite tell, but species with completely yellow faces at this point are not correct - it's not lata or carolinensis)
9- abdomen with 3 pairs of maculae (not bifasciata)
10- maculae on 2nd tergum subequal to tergites 3-4 (not transversa)
11- maculae on 2nd tergum very distinct, not small/absent (not militaris)
12- face not strongly projected ventrally (not bifasciata)
13 margins of abdominal fasciae are somewhat concave, certainly quite separate
16- supra-alar pile is definitely black
17- abdominal bands are traverse, within the range of chalcopyga and not chrysotoxoides
