Something in Graphocephala. I'm not sure which one is considered the scarlet and blue leafhopper.

Thank you. I lapsed into common-name mode having seen "scarlet and blue" in my file description. Maybe these are Graphocephala coccinea - Red-banded Leafhoppers?

 
Graphocephala
As you can see by this photo, often the blue is replaced by green; so I prefer "candystriper" as a common name for the genus. The only species in this genus with a common name is the rhododendron leafhopper, G. fennahi.
