This is the first time I've seen a wasp with the orange marking. Actually saw two today, but I was unable to get a clear photo of the second one which had wings which were more orange than black.

looks to be some species of Ammophila, but i think there are quite a few species and do not know if you can get any better than genus... i could be wrong though.

 
I agree.
This is a mud-encrusted female Ammophila species. Cannot identify beyond genus at this point.
