This flower is tiny so the fly is very small indeed.
I can't seem to match the abdomen pattern to any image in the Guide.

a hover fly (Family Syrphidae). I think lots of people call them flower flies as well. After all, they hover over flowers!

Genus is Toxomerus --- note the V shaped indentation in the hind edge of the eye; I believe this character works for the genus over all of North America.
