Is it possible that it could have washed ashore from somewhere else?

 
Off-shore winds along the coast
John, I used to collect many many beetle by walking the waters edge during the summer when there was an off shore wind (i.e. the wind wind was blowing from land over the water)along the Washington and Oregon coast. This doesn't happen that often, but when it does, all kinds of cool stuff turns up. I usually would find lots of cerambycid species, the lucanid Sinodendron rugosum
    , for example.

 
Probably not…
This is a forest species, and Cannon Beach is surrounded by forests. Many net-winged beetles have their wings splayed in this fashion which doesn't necessarily indicate wear and tear. This one may have just become a little disoriented away from it's usual surroundings.
