Size: 5mm
On Peltigra lichen, has a hard case of sand and looks like bits of insect. It can retract into the case.

Yes, a bagworm... Given that this is in the Pacific Northwest, I think it could be either
Dahlica triquetrella
or
D. lichenella
, both of which are introduced.

the caterpillar or larvae is free moving, the white next to it is the underside of the Peltigra lichen thallus
