I'm trying to confirm that this individual is Urbanus proteus proteus and not Urbanus donates.

Unfortunately, I did not see this individual with its wings spread so I was unable to see if it had blue on the dorsal wings. I have seen this characteristic on other individuals that frequent a butterfly garden adjacent to the preserve I am studying. So, I thought this was the same long-tailed species. Also, I have found a U. proteus caterpillar within the preserve.

In your "Note the Identification section in BugGuide", it says to observe the post median band. That helps.
