Size: approx 5mm
I found several of these wasps around the Hemlock Woolly Adelgids, Adelges tsugae on my Western Hemlock, Tsuga heterophylla. It was windy, so this was the only photo that turned out in any way useful.

Feel free to frass if this is not something that can be identified.
