Found on Quercus lobata, any tips on how to distinguish Neuroterus fragilis from N. washingtonensis?

I asked Ron Russo about this one because the host is different from the three he lists in his book:

"You have N. fragilis. These galls are always succulent looking and not cranial, twisted, hairy as in N. washingtonensis. Due to the restricted host-range of the latter (Q. garryana), I would bet N. fragilis occurs on Q. lobata as well since it is known from at least 3 other white oaks."
