Leafhopper Assassin Bug - Zelus renardii

Size: about 20mm
Found this assassin bug at a community garden in downtown San Diego this afternoon. I'm guessing this is Zelus renardii, but I'm not sure how to identify the gender. What's the smaller insect that it is investigating in this image?

Z. renardii is suggested here. Probably a female based on your size estimate. Appears to be examining a lace bug.
