It is a female Epitheca, likl
It is a female Epitheca, likley Epitheca cynosura (Common Baskettail). The dark maculation in the wings does not look extensive enough to be E. semiaquea (Mantled Baskettail). There is a pretty good discussion on Epithecas at:

if you are interested. It is geared toward Texas species, but would still apply well to your area.
