Could be.
There are a few species that will feed on the genus Allium including Neotoxoptera formosana, N. oliveri, Myzus persicae, M. ascalonicus, and M. cymbalariae. Both genera have similar characteristics and are hard to distinguish from pictures. N. formosana seems to be the most common pest of this plant genus though.
