Cellophane Bees - Colletes inaequalis

Size: ~12 mm
Numerous small bees were alighting as scattered individuals on a sandy beach along Red Rock Reservoir. I then discovered this aggregation of dozens of them in a patch of flotsam on the beach; here are close-ups of a subset of the larger group.

looks like Andrena to me but i could be wrong (not an expert, wait for others)

 
Could certainly be Andrena
I can't rule out Colletes from this picture...especially C. inaequalis looks similar to this bee:
