Wow! I never would have thought "Syrphid." It seems that this genus shows how varied the Syrphidae are in terms of appearance, lifestyle and behavior. Since the wings seem to always be lapped over the abdomen, there is no way to check for the spurious vein. The fact that the larvae mine alium bulbs gives exception to the general observation in the Eristalini info link that most larvae are aquatic. And there was nothing in the behavior of this fly in the field to suggest "hover fly," in fact just the opposite.
The eyes suggest that this is a female, yes?

Pretty sure that's a female.
It would help to see more of the face. Eyes of a male:
When I have a question like yours on syrphid gender, I check the images for mating pairs, then take it from there.
