ID
Looks like a halictid bee (stongly curved basal vein of forewing) of genus Lasioglossum (based on basal hair bands on abdominal segments).

It's a male bee of some kind:-) Seriously, these are REALLY hard to ID, even to family in some cases. This is a gorgeous photo, but to ID the little feller you'd probably have to kill him and pin him. Females are slightly easier because you can tell a fair amount by where the pollen-collecting hairs are, etc.
