According to the U. of Kentucky site Apanteles is a synonim of Cotesia.
I am getting more and more confident on the ID of this wasp as Cotesia congregata

Where do you see that? Apanteles is still a valid genus. (granted, this comment is a year over-due)

 
Apanteles/Cotesia
Yes, Apanteles still exists (from what I can tell), but some, such as this one, have been transferred to Cotesia. I just recently emailed Dr. Whitfield about this species (hence the quote from him on the guide page), so this is current (but not particularly new) information.
