Many of these small black sawflies on leaves of my Ulmus carpinifolia 'Variegata' (a variegated cultivar of Smoothleaf Elm). They appeared to be ovipositing along the midrib of expanding leaves.

Tenthredinidae, Heterarthrinae
Fenusa ulmi Sundevall. A leafminer of elms. Typical oviposition is along or near the leaf midrib, as observed.
