This is a very small true bug. It does move rapidly across the surface of the water--it is resting on the surface, which might not be obvious from this photo. I collected water from a very slow-moving stream, less than an inch in depth, that went through a cattail group in a ditch. Seems to be the nymph of some form of water strider.
