Probably Chrysomelidae
I checked this image with Warren Steiner at the Smithsonian, and he wrote that this is not a tenebrionid, but probably a chrysomelid, and is not aquatic, but must have fallen into the stream from nearby vegetation. In fact, it looks a lot like this, including the elongate transverse black markings on the dorsum.
