Ichneumon Wasp ? - Grotea californica

There were lots of these flying around one small tree. I have more photos if a different angle would help with id

Ichneumon
Looks like Ichneumonidae to me. I was informed that the "horse head" in the anterior wing veins is a a simple way to determine if it is an Ichneumon wasp.
