The fake head is to confuse predators, mainly birds.
The idea is that they chomp on it and get only a mouthful of scales, while the hairstreak makes a quick exit. It worked here, as seen by the removal of right wing's tail section.

Blue or Hairstreak?
This looks so much like one I had ID'd on here as an eastern Tailed Blue. What do I look for to tell them apart?
