I found a large mass of these guys on some sticks underneath a birch tree in a mature birch/ maple forest. I assume they are some type of nymphs. I have never seen anything like them before; they were waving their bizzare abdomens back and forth in the air.

Your "cotton butts" are actually woolly aphids. The "cotton" is made of the aphid's waxy excrement!
