either labradorensis or packardata
Both occur in the west and elsewhere, fly from April to September, and have variable color and pattern.

Covell's description of labradorensis could also apply to at least some specimens of packardata, and I couldn't find any consistent visual differences among the images I looked at:
labradorensis: 1, 2, 3, 4
packardata: p1, p2, p3
both: b1, b2

Strangely, U. of California at Berkeley has 2 specimens of X. packardata (7369) and none of X. labradorensis (7368), yet their moth list shows labradorensis and not packardata. Huh?

Xanthorhoe moth
Mr. Davis, I just posted an ID request of a similar moth. I'm in Seattle, so I thought it would be relevant, perhaps. My tentative ID was X. pacardata or labradorensis.
