This fly was seen skimming through tall grass in a prairie...which was what made me think its a robber. Let me know what you guys think. Thanks.

It's a dark photo,
but it looks like Echthodopa, perhaps E. pubera. A new state record for the genus in Iowa!

Wing
veins eliminate Laphria and Pogonosoma. But certainly not the wing veins of a Mydas.
